훈마넷(Hun Manet) 캄푸치아 정부수상은 11월 10일 특수부대사령부(Special Forces Command) 창설 28주년 기념식에서 연설 중 테러와의 전쟁, 기타 범죄, 각종 재난 위험, 사이버 보안 위험 등 새로운 위험에 주의할 것을 강조하였음.
연설에서 훈마넷 정부수상은 "캄푸치아왕군은 오랜 역사를 지니고 있으며, 우리는 어제 캄푸치아왕군의 창건일을 축하하였습니다. 하지만 시대마다 우리가 겪는 위험과 도전은 다릅니다.(Of course, the Royal Cambodian Armed Forces has a long history, and yesterday we celebrated the Royal Cambodian Armed Forces’ birthday, but in every era, the risks and challenges are different that we go through.)"라고 하였음.
이어 "분명히 전통적인 전쟁과 캄푸치아 내 대규모 역량에 의한 대규모 역량이 야기하는 현재의 도전과 위협은 덜 위험하나, 우리는 테러리즘 및 기타 범죄, 자연재해 위험, 사이버 보안 위험과 같은 비전통적 안전 위험에 주의를 기울여야 합니다.(Obviously, the current challenges and threats posed by traditional war and the use of large forces against large forces in Cambodia are less risky, but we must pay attention to the risk of non-traditional security risks, such as the fight against terrorism and other crimes, the risk of natural disasters, and cyber security risks.)"라고 하였음.
훈마넷 정부수상은 마지막으로 위 문제를 해결하기 위해 모든 국가기관, 특히 군대를 포함한 안전력이 감시와 개편에 지속적으로 관심을 기울일 것을 요구한다고 덧붙임.
