중화인민공화국 국방부가 반복되는 도발을 눈감지 않을 것이라고 경고하면서 미국에 필리핀의 남중국해(South China Sea) 지원을 중단할 것을 촉구함.
중화인민공화국 국방부 보도대변인 오겸(吳謙) 육군대교(육군대령)는 "미국은 남중국해 문제에 대한 간섭을 중단하고 구체적인 행동으로 지역의 평화와 안정을 수호해야 한다.(US should stop meddling in the South China Sea issue and safeguard regional peace and stability with concrete actions.)"고 말함.
오 보도대변인은 12월 28일 기자회견에서 "미국은 중국의 정당한 권리 보호 조치에 대해 사실을 왜곡하고 근거 없는 비난을 하고 있다. 우리는 이에 대해 강력히 개탄하고 단호히 반대한다.(The US is misrepresenting facts and making groundless accusations on China's legitimate actions of rights protection. We strongly deplore and firmly oppose to that,)"고 말했음.
미국은 미필상호방위조약 이행 의지를 거듭 확인했는데, 필리핀과 중국은 남중국해와 서필리핀해에 대해 서로 중복되는 영유권을 주장하고 있음.
지난 10월 필리핀 외무부는 스카버러암초(Scarborough Shoal)의 필리핀 어부들과 세컨드토머스암초(Second Thomas Shoal)의 BRP 시에라 마드레(BRP Sierra Madre)에 주둔한 군인들에게 재보급 임무를 수행하는 필리핀 선박에 중국 해경이 물대포를 발사한 것에 대해 외교적 항의를 제기함.
오 보도대변인의 발언에 대해 비판해달라는 요청에 마닐라 주재 미국대사관은 (워싱턴) D.C.에 대한 질문이기 때문에 구체적인 답변은 없다고 말했음.
오 보도대변인은 이에 "중국이 인애초(세컨드토머스암초)와 그 인근 해역을 포함해 남사군도(스프래틀리군도)에 대해 논쟁의 여지가 없는 주권을 갖고 있다.(China has indisputable sovereignty over Nansha Qundao, including Ren'ai Jiao and its adjacent waters.)"고 말함. 이어 미국은 이기적인 계산으로 필리핀의 침해와 도발을 묵인하고 담대하게 했으며, 미필상호방위조약으로 중국을 위협하고 강압하려 했다.(The US, out of selfish calculations, has been conniving and emboldening the Philippines' infringement and provocations, and attempting to threaten and coerce China with the US-Philippines Mutual Defense Treaty.)"고 말함. 그리고 "중국에는 통하지 않을 것이다. 인애초와 관련된 문제는 중국과 필리핀 사이의 문제이며 제3국과 아무 관련이 없다.(It will not work on China. Issues related to Ren'ai Jiao are between China and the Philippines, and have nothing to do with any third party,)"라는 말을 덧붙임.
그는 또한 중국 해경이 인애초 인근에서 필리핀 선박을 공격하기 위해 물대포를 사용하고 충돌해 지역에 긴장을 야기했다는 필리핀 국방부 관계자의 성명을 일축하였고, 중국 해경이 필리핀 해군 요원을 공격하기 위해 장거리 음파 장치와 군용 레이저를 사용했다는 사실을 "이것은 순전히 거짓 과장이다. 이른바 음파나 레이저 무기에 대해서는 전혀 근거 없는 비난(This is purely false hype. As for the so-called sonic or laser weapon, this is entirely groundless accusation,)"이라며 "중국은 그런 장치를 사용할 의도나 필요가 없다.(China has no intention or necessity to use such devices.)"라고 부인함.
그리고 "중국은 항상 대화와 협의를 통해 차이점을 해결하고 해양 안정을 유지하기 위해 공동 노력을 기울이고 있다.(always committed to resolving differences through dialogue and consultation and making joint efforts to maintain maritime stability,)"라는 말을 덧붙였음.
오 보도대변인은 또 "필리핀 측은 중국 측의 거듭된 경고에도 불구하고 중국 인애초 인근 해역에 침입하기 위해 선박을 보내야 한다고 주장했고 도발적으로 중국 해경 선박을 들이받아 흠집을 냈다.(The Philippine side, in disregard of repeated warnings from the Chinese side, insisted on sending vessels to intrude into the adjacent waters of China's Ren'ai Jiao, and provocatively rammed a China Coast Guard vessel and caused scratch.)"라고 주장하였으며, "이러한 행동은 매우 위험하고 극도로 비전문적.(Such behavior is very dangerous and extremely unprofessional,)"이라고 하였음.
마지막으로 오 보도대변인은 "우리는 필리핀 측이 인도주의적 물품을 공급한다고 주장했다는 점에 주목했다. 그러나 그 공급선에는 많은 언론인이 탑승했고 허위 정보를 퍼뜨렸다.(We noted that the Philippine side had claimed to conduct humanitarian supplies. However, those supply vessels carried many journalists and propagated disinformation,)"라고 주장하였으며, "내 생각에는 이것은 인도주의적 공급이 전혀 아니다. 고의적으로 사건을 만들고, 피해자인 척하고, 인도주의적 공급이라는 이름으로 과시를 하는 것.(In my view, this is not humanitarian supply at all; it is to deliberately create an incident, play victim and make a show in the name of humanitarian supply,)"이라고 하였음.
